Ctrl+shift+f10 or shift+f10 Type: start ms-cxh:localonly Create local account Finish initial windows boot, then follow up with O & O shut up 10 at minimum before connecting to a network. Then there is the fun of going through the task scheduler to remove telemetry.
Or dont connect to a network during setup and do this.
