PC is an open platform, consoles are not. If a data can be downloaded locally it can be backed up one way or another. You may need a crack to get around the DRM or reverse engineered private server to access some games but the options are there.

For my understanding its up to Valve to handle support for Windows unless you mean releasing games on steam. Attempts to block Steam would probably violate anti-trust laws and cause massive PR backlash.

A real insider threat

Steam is clearly playing the long game with Steam Deck and Steam OS, they’re basically trying to slowly normalize portable gaming pcs. If they achieve this Nintendo will not be just facing competition from Steam Deck but from multiple devices from the likes of Asus, Lenovo, Dell (Alienware).
